Francis Bushnell was born in Thatcham, Berkshire, England in either 1576 or 1580.

On 13 July 1605, Francis married Ferris Quenell in Horsham, Sussex, England. Ferris died on 08 March 1627/28. Francis then married Joanne Kinward on 02 June 1629. Joanne dies in 1631.

Francis emigrated from England in 1638. He was one of the founders of Guilford, Connecticut. His name appears as one of the signers of the Plantation Covenant. He had a home lot of three acres. John Hoadley, William Dudley, and Thomas Jordan were his neighbors.

Francis died in Guilford in March 1646. His will was proved on 13 October 1646.

One of Francis' descendants was David Bushnell, the inventor of the first torpedo which was known as the American turtle.
